What is a fractional HR director?

A fractional HR director is a senior HR leader, often titled chief people officer, who holds the people seat at a company for one to three days a week, on an ongoing basis, owning the people plan, employment policy, hiring and performance, and the difficult conversations a founder should not run alone. UK companies tend to say HR director; scale-ups say head of people or chief people officer; US and corporate employers say CHRO. In the UK the day rate is £600 to £1,100 in 2026, and two days a week is the most common shape.

Also called

Fractional HR director, Fractional chief people officer (CPO), Fractional head of people, Fractional CHRO, in US and corporate job titles and Part-time HR director. The job is the same under each name; the words differ by market and by who is selling it. What a fractional executive is covers the pattern across every seat.

What the title means in practice

Employment law risk, handled before it becomes a claimContracts that match how people actually work, a disciplinary and grievance process that is followed, and a redundancy done in the right order. Most tribunal exposure in a small company comes from a process skipped, not a bad decision.
Hiring at pace without hiring badlyJob scorecards, an interview loop the managers run the same way, offer bands and the onboarding that keeps the new starter past their first quarter. In a company doubling its headcount this is most of the week.
Managers who can manageFirst-time managers promoted for being good at the work are the usual source of churn. The people lead trains them in feedback, one to ones and performance conversations, and steps in when one goes wrong.
Reward, structure and the culture under strainSalary bands, a promotion framework, the equity or bonus scheme, and an organisation chart the next stage needs. Plus TUPE on an acquisition and the restructures nobody enjoys.

Fractional, interim, HR consultant or an HR advice line

  • Fractional: the people seat held one to three days a week, ongoing, owning the plan and the outcomes.
  • Interim: an HR director in post full time for a fixed stretch, usually covering a departure, a restructure or a merger.
  • HR consultant: a defined project, such as a policy rewrite, an investigation or a pay review, delivered and handed back.
  • Outsourced HR advice line: a subscription for answers to employment questions and template documents, which helps the person asking and leaves the people function itself unowned.

Why fractional HR manager is a different, lower band

An HR manager runs the process rather than leading the function: issuing contracts, tracking absence, preparing the first stage of a disciplinary. It is a valuable role and a more junior one, usually priced below the band on this page, and it is not what this page covers. A company that needs the process run should hire for that, often part time on the payroll, and bring in a fractional HR director when the decisions get harder.

Fractional HR director job description

The scope a brief for this seat usually lists. Each item is a thing the person owns, not a task they perform; at one to three days a week the owning is the job.

Reports to the chief executive, works closely with finance on headcount and pay, and manages any HR officer or administrator in post.

What it costs

A fractional HR director charges £600 to £1,100 a day in the UK in 2026. Higher end for scale-ups hiring at pace and for TUPE, restructures or redundancy work. At two days a week that is £4,600 to £8,433 a month, before VAT and with no employer costs on top, because the executive is not an employee. The full arithmetic, at every day count and against a full-time hire, is on the fractional HR director cost page.

Where the word comes from

People leadership went fractional as scale-ups found they hit fifty staff with an office manager doing HR, and that the first serious employment claim cost more than a year of senior advice. The chief people officer title came with it from venture-backed companies; owner-managed businesses mostly still say HR director.

Common questions

What does fractional HR director mean?

An HR director or chief people officer who holds the people seat for a fraction of the week, usually one to three days, on an ongoing basis. They own employment policy, hiring, performance and reward, and take the hard conversations, without the company paying for a full-time HR director.

Is a fractional chief people officer the same as a fractional HR director?

Yes, in almost every UK brief. Chief people officer is the scale-up name and HR director the traditional one; the work and the day rate are the same. CHRO is the corporate and American version of the same title.

When does a company need a fractional HR director?

Past about thirty to fifty staff, when the office manager doing HR is out of their depth, before a restructure or redundancy, when hiring is about to double the headcount, or after the first employment claim arrives.

How much does a fractional HR director cost?

£600 to £1,100 a day in the UK in 2026, often at one day a week, rising during a restructure. Higher end for scale-ups hiring at pace and for TUPE, restructures or redundancy work. The monthly and annual arithmetic is on the cost page for the seat.

What does interim HR director mean?

An interim HR director holds the seat full time, 5 days a week, for a fixed 3 to 9 months, covering a departure, a transaction or a crisis. A fractional HR director holds it 2 days a week with no end date. At the same day rate, interim runs £11,500 to £21,083 a month against £4,600 to £8,433. Fractional or interim, side by side.
