Safeguarding is an operational job, not an accounting policy
If the firm is pre-authorisation, pre-revenue and the whole question is whether the application lands, a fractional CFO is early. A regulatory consultant and a good accountant will serve better until there is a balance sheet to run.
ARR is a management metric and recognised revenue is an accounting one
Below roughly a million in ARR with simple monthly billing and one product, a good bookkeeper and a part-time financial controller usually cover it. The CFO question arrives with complexity: multi-year contracts, multi-currency, a funding round, or an audit.
Capital and liquidity are reported on somebody else's calendar
If the firm is a payments startup with no permissions, no partner bank and no balance sheet, this seat is premature and expensive. The money is better spent on the authorisation route until there is something to report on.
Custody is a finance control, not an engineering preference
Pre-registration, pre-revenue, with the whole question being whether the permission arrives, this is early. Specialist regulatory advice and a bookkeeper who understands the chain will take you further until there is a balance sheet to govern.

If there is no product-market fit yet, a CMO will professionalise a message that has not been validated. Founder-led selling until the story repeats is cheaper and tells you more.

Operational resilience is a documented position, not an aspiration
If the product is not built and the firm is not authorised, the constraint is usually building the thing rather than governing it. A strong lead engineer will take you further than a fractional CTO until there is a system worth protecting and a supervisor to answer to.

Balance is the operating job, and it is measured locally
Before the market clears at all, this is a founder's job and nobody else's. A COO can make an operating model efficient; they cannot manufacture the first transactions, and hiring one to try is an expensive way to delay the real question.

The questionnaire is a sales problem wearing a security costume
If nobody is asking you security questions yet and there is no regulated permission in play, this is early. A competent engineering lead with a short checklist will hold the line until a buyer or a supervisor creates the real requirement.

Each of these exists because there is something genuinely different to say about that seat in that industry, and because nobody else has written it: a survey of the larger firms in this market found seat pages and industry pages and no page that crossed the two.
